Proposals
This guide explains how proposals work in the Hello World DAO — what proposal types exist, what voting configuration applies, and how to find and understand proposals in motion.
Proposal Categories
When a proposal is submitted, it's assigned to one of five categories based on what it asks the DAO to decide:
| Category | Use When |
|---|---|
| Treasury | Requesting funds, budget allocations, or financial decisions |
| Governance | Proposing rule changes or voting process updates |
| Operations | Day-to-day operational improvements |
| Membership | Changes to membership policies or benefits |
| Strategic | Long-term direction, partnerships, or major initiatives |
The category determines who sees the proposal first, what quorum applies, and which review pathway runs before voting opens.
Voting Configuration
Each proposal carries a voting configuration set at submission time. Defaults exist for each category; some proposal types (Constitutional / Immutable) carry stricter thresholds set by the Operating Agreement and cannot be loosened by the proposer.
- Voting Window — Duration for voting (typically 7-14 days for Standard proposals; longer for Constitutional / Immutable)
- Quorum — Minimum participation required (default: 10% of active members for Standard; higher for Constitutional / Immutable)
- Threshold — Percentage needed to pass (default: simple majority 50%+1 for Standard; 90% for Immutable per OA three-gate governance model)
Refer to the Operating Agreement (Article XX governance) for the full threshold table by proposal class.
Writing Effective Proposals
Proposals that succeed share a few traits:
- Be specific about what you're proposing
- Include measurable outcomes when possible
- Address potential concerns proactively
- Keep language accessible to all members
- Research first — check if similar proposals exist before submitting
- Gather support — discuss with other members before submitting
- Be responsive — answer questions during the voting period
- Accept feedback — consider withdrawing and revising if concerns arise
